i7 8700 turbo boosting?

I have a i7 8700 and a ASROCK Z370M PRO4 mobo can/should i turbo boost?Idk if task manager is reliable but when i look at my i7 8700 ghz its around 3.38ghz to 4.18ghz and its utilazation is 29% to 41%(right now i have fortnite,chrome and discord running)
I believe i have sufficient cooling for turbo boosting since i have my cpu being water cooling
 
It's on by default. 3.2ghz is the base speed so it is turboing when it's going above. Task manager isn't always correct of the actual speed. You can use cpuz but it'll probably still show the same that it's going above. Btw water cooling does not mean better cooling. The smaller ones are worse and louder.
 


Were you in the 4.3ghz area when stress testing? Either way, I wouldn't worry too much about it. I'd update your motherboards BIOS though in case that might help.
 


Except possibly for the -5-8400 , which is rumored to start throttling pretty quickly with it's factory cooler..
