Question image blurring/stuttering/burning

When I go onto certain websites the mage seems to stutter/blur (see attached images).
I'm not sure what is causing it and it's only just started.
I've had a look at the task manager and can't seem to see a massive "load" when I look at the CPU or RAM when it occurs.

Does anyone know what is causing it and how I can fix it?

What exactly are we supposed to there?

If the image seems blurry, then make sure resolution of your monitor is set to native resolution.
What model monitor are you using?
What is the set resolution of your monitor currently?

Screen resolution is 1920*1080 (Recommended) 100% size if text (defaults haven't changed)

My monitor is a Dell ST2320L

when I open OneNote by itself it is the same
