Question Initialize Disk - Disk is not Ready

I'm having trouble setting up my external hard drive that I just bought. I have the enclosure, the cable, the power cord/adapter, its all plugged in and the computer recognizes it. I go to disk management, and down to "Disk 3" (I have the other slots taken up with multiple other internal hard drives).

Also, I cannot even right click on the empty space to create "new simple volume", I right click, but no window pops up for that option.

However I've never set up an external 4TB hard drive before.

Update:

I've tried going going into cmd to format it that way, I then took it out of the enclosure, plugged it in through sata, and booted the computer back up. The disk is listed in cmd when I "list disk", I type in "clean", then "convert gpt" and I get an error:

DiskPart has encountered an error: A device which does not exist was specified.

Not sure why that's happening. The device is recognized and its online, why doesn't it think it exists? If anyone is wondering if the port is functioning, it is. It is also recognized in Device Manager.
