Mobo: MSI Pro B760-VC WiFi
CPU: I7-13000F
GPU: 5080
RAM: 32GB Corsair 6000

I had the RAM in dual channel using A2 and B2 prior to my new GPU installation. I checked the pins on the CPU. I checked the tightness on the heatsink to CPU. I have updated bios and reset bios again. I have activated XMP.

PC will boot when a RAM stick is inserted in B1 or B2, but it will not boot when RAM is in A1 or A2

I have also upgraded my PSU for the new GPU from 650 to 1000 watts.

I'm running out of ideas, don't know what to do. It was working fine when I had my old GPU.

When posting a thread of troubleshooting nature, it's customary to include your full system's specs. Please list the specs to your build like so:
CPU:
CPU cooler:
Motherboard:
Ram:
SSD/HDD:
GPU:
PSU:
Chassis:
OS:
Monitor:
include the age of the PSU apart from it's make and model. BIOS version for your motherboard at this moment of time.

I have also upgraded my PSU for the new GPU from 650 to 1000 watts.
Wattage isn't the only thing you should look for when buying into a PSU, you need to invest in a reliably built unit. To add what you've stated is the advertised wattage, we will need to know it's make and model in order to gauge it's quality(worthiness as a PSU).
