Question Installed RTX 4060 and now pc wont boot

After some help please.
I recently bought a GPU for my sons gaming machine and after installing it the machine now wont boot, the light on the CPU cooler flashes for a split second when i hit the power button and then nothing happens.
The card I bought was this one https://www.pbtech.co.nz/product/VGAMSI440600/MSI-NVIDIA-GeForce-RTX-4060-VENTUS-2X-BLACK-8G-OC and his motherboard is an Asus Prime B550M-A Wifi II which after some investigating before purchasing I figured was compatible.
The machine has a 650W PSU which as far as I am aware should be sufficient.

Any help much appreciated as I now have a very sad young man!
 
RAM - 16Gb DDR4 3200
1x 16GB, 2x 8GB?

since you don't want to include the make & model as requested,
make sure yourself that this kit is listed in the motherboard QVL.
MOBO - Asus Prime B550M-A Wifi II
is BIOS updated to the latest iteration?
let me know what to add in here
CPU cooler:

was the system up and working before adding this RTX card?

does the system boot using integrated graphics, without the 4060 installed?
PSU - Rog Strix 650W
their Strix series are pretty highly rated.

if relatively new i would doubt this would be an issue, what is it's overall age?

no the bios is not up to date so should I flash that with the latest version? it says the one that's currently there is from 2022 and the latest one is from 2 months ago.

not sure what the cpu cooler is, how do I find a model number etc for that?
I bought the machine for my son 2 years ago and yes the system boots with the integrated gfx fine without the 4060 connected.

Also I just updated bios now to latest version and still no dice. the cooler just flashes for a split second with a light and then nothing happens.

another thought I had was does the integrated gfx have to be disabled when using a GPU card???

I just tried the card in another machine I have which has a 750w PSU and it works fine. I then took the card that was in that machine, this one https://www.sapphiretech.com/en/consumer/nitro-radeon-rx-6600-xt-8g-gddr6 and put that into my sons machine and the same thing happened, hit the power button and nothing happens

So does igpu still work without graphics card installed? Just confirming if pc is still functioning.

If the computer still works without graphics card, i have to ask, when you install the graphics card, are you connecting video cable to it? Igpu doesn't need to be disabled with a discrete graphics card but the display priority usually changes so im checking if you're moving the video cable to the 4060.

Yes the pc still works if the card is not supplied power. I can leave the card in the pci slot and just not plug in the power cable to it and the machine boots. As soon as I connect the power cable it stops booting

try this other 750w PSU in the son's system and see if issues still persist.

if not, than this Strix PSU has somehow malfunctioned and just cannot provide proper power for the GPU.

if so, it's possible that the PCIe slot(s) have been damaged.
try others if available on the board.

would guess you already are;
but, make sure you are connecting the display to the dedicated GPU though.

So no power at all? Are you sure you're using supplementary pcie power cable the Asus psu came with? Pinouts aren't standardized across the psu industry and often pinouts change, the cables psu's come with reconfigure the wiring diagram to the part requiring power. So can't mix cables from different power supplies and off the shelf cables, there's potential for a short and if psu is good enough to detect a short will refuse to turn on.
