the short answer is no, it is not possible. Windows Xp allows you to set a
privilege to enable a user to load a driver but that is not enough for some
setup, client-side setups to be precise. The main reason is that those kind
of setup usually do much more that installing the driver as they install a
bunch of applications and whats not.
