I Have a Core i5-3570, Gigabyte B75-D3V Ver1.2 Motherboard, 1600 MHz 4x4GB RAM, ASUS STRIX GTX 960 2GB, Cooler Master Thunder 500W PSU, Corsair SPEC-01 Case, Cooler Master Hyper-103 Air Cooler, 2 Front Intake Fans @1200 RPM, 2 Top@2000 RPM & Back@1800RPM Outtake Fans.
Recently while trying to OC my GPU with MSI Afterburner, I checked my CPU Temp. To my shock it was idling at 50-60°C and on max setting any game it reaches 90+°C.
I’ve removed and applied thermal paste thrice (Arctic Silver). Cooler is perfectly placed.
PC starts with 50°C. CPU temp is varying drastically i.e. Shoots from 55 to 71 to 66 to 82. CPU clocks also vary from 3.5 to 4.1GHz.
CPU has already hit 100°C but PC hasn’t shut. Though after hitting 80+°C I can feel warm air leaving my case.
Kindly help.
Thanks in advance.

if the CPU is non K (considering BCLK can hardly OC the CPU)
how can the previous owner OC?

By not knowing what he was doing, and foolishly increasing the voltage thinking that's how to OC. I've had to set more than one newbie straight about that here. Besides... I'm running out of other ideas for the OP. :??:

Because software OC by means of OC Genie etc does a lot more on Ivy-Bridge than on later generations. Newer cpus put a halt on BCLK affecting pretty much anything other than the cpu, but with Ivy-Bridge it affected just about everything from ram speeds to hdd transmission speeds to cpu clock speeds. That EZ button started out with generally a bump to 103.7, then a further bump to 105.3, also with corresponding vcore, SA and other voltage/current increases. The net affect was somewhat faster if it was stable but put a tremendous strain on the hardware since it's not really supposed to run at 105%. Because general knowledge puts OC with bigger cooling, ppl were running ivys at @1.4vcore or higher without knowing and as soon as the cpu started giving errors, ditched the whole platform in favor of Haswells or refresh.

World record speeds done with LN2 are not done with just the multiplier, but also combined with uber high BCLK. Standard OC should not be done with BCLK and honestly the mobo vendors should dump software OC, but it's too tasty a money-maker from the uninitiated.

So basically, i should buy a Thermal Grizzly Kryonaut & Corsair H55 AiO Liquid Cooler. :/
