I recently had this setup
cpu: AMD a6-5400k
gpu: GeForce GT 730 1GB GDDR5
ram: 4GB
PSU: 600w
and League of Legends was averaging at like 60 frames~ish.
I was looking around some of our stocked computers here and found an i3-540. Is that somewhat better than my current cpu?

Greetings!
The i3 will likely show better performance (depending what you are running possibly) for it has hyperthreading which will give you 2 more threads to play with, which is quite helpful for modern applications. Here are a couple links to help break them down in comparison:

http://www.cpu-world.com/Compare/301/AMD_A6-Series_A6-5400K_vs_Intel_Core_i3_i3-540.html
http://cpuboss.com/cpus/Intel-Core-i3-540-vs-AMD-A6-5400K

The first link gives the best comparison IMO, but to shorthand, the A6 has newer instruction sets, is overclockable, and runs cooler than the i3...

Hope this helps!
