Issues with high CPU temps and I want clarity that the issue is what I think it is.
Had this gaming PC for 4-5 years with next to no issues. Yesterday had my internet dropping out on my PC and only my PC despite the internet still being functional and online just not on my PC. The following day the computer shuts itself off randomly.
A red light appears on my motherboard during startup, not entirely confident in my knowledge on this or rather what specifically it’s trying to warn me of outside of ‘issue with one of your components’.
So I load it up again and check a few programmes i have to monitor things in the PC such as core temp etc.
My CPU on start up, starts at around 70-80 Degrees Celsius and will gradually climb to 95 and will try its best to remain there but will continue to climb to 100+ before i eventually shut it off myself but during this the core speed drops to 0.55Ghz when it’s base speed is 4.70Ghz so i’m pretty confident in saying it’s thermal throttling.
So i reapply thermal paste and it made no difference so my next thought is the cooler. The fans are still operating and the radiator is practically spotless with no visible clogging. So my last thought is the pump but i’m financially strained at the minute and there’s too many issues with the PC for me to bank it all on one thing that i’m 70/80% sure is the cause of the problems. I have no reliable way to test the pump and I don’t want to run my PC incase the temps damage the CPU or whatever else.
So based on the information I provided and i’ll try to provide more if possible, would the pump on my CPU cooler seem like the issue ?
I wanna clarify that I know thermal throttling slows down the processor but is it normal for the temperatures to start off so high especially when the computer hasn’t been turned on in a few hours? Would thermal throttling turn off network adapters and GPU to prevent overheating?

Motherboard - Gigabyte x670 ax x
GPU - 3090Ti
CPU - Ryzen 9 7900x
GPU - 1250W can’t remember the make
CPU cooler - Corsair h100x hydro series
