Question Is it normal for AT2040 to have low volume?

I bought new AT2040 with Behringer Um2 and I have to turn the mic gain to about 2 to 4 oclock to have decent volume. But from that gain level I'm start hearing that background hissing like noise from my electric fan.

If I turn the mic gain knob of um2 to below 12 oclock I almost hear nothing.

Is it normal to turn the gain to about 2 - 3 oclock to have decent volume?

I've already checked the Sound settings > Recording > and it has 95% on levels tab.

Make and model of your motherboard that the audio interface is tethered to? BIOS version for said motherboard? Make and model of your PSU and it's age? Might want to see if your OS is pending updates. From what I can see, the audio interface has a driver that needs installing. Install that in an elevated command, i.e, Right click installer>Run as Administrator.

Mobo: Gigabyte B360M HD3
Bios version: F3
PSU: EVGA 550 GD (2yrs of age)
I've also got the same result using other pc
