Question Is it normal for my 2080ti to hit 80-83°C under load?

Been playing a lot of RDR2 recently and I've seen my temps reaching 83°C and dropping a few frames(I think, might be me imagining things). I've tried some custom fan speeds, but it reaches 80+ degrees, it just takes longer for it to heat up.

Corsair Vengeance RGB PRO DDR4 3600Mhz 16GB

Do you have liquid cooling with radiator mounted in front of the case?
If not, then fans in front are absolutely necessary.
I´ll buy two fans and try. How much does the RPM of the fans matter?

How much will the placement of my PC count? I have it in a corner, but it is pretty cold in the room. Will it be better if I put it on the table or something in terms of air?
 
Had 7 fans and water cooling on my case with perfect airflow but my full tower case got too hot to touch with rtx 2070 with gtx 1070 it worked fine..also effected my cpu. Some of the rtx GPU's have an issue with over heating. Same with the 5700xt and 5700 amd GPU's had to roll back and stay with 1070 to fix heat issues as it stated artifacting with the rtx GPU's. Called EVGA and they told me on the phone to RMA THE BRAND NEW CARDS...so returned both of the rtx cards to Amazon and they charged restock fee till I yelled at them. The AMD were just as hot but the GTX 1070 ran cool even under load in every game. I think there was bad batches from both companies on GPU'S but alas no way and can't afford to ruin my machine testing for root problem.

I have a MSI 1070 Gaming X and it's pretty cool but what is your fan setup in your case? How many fan are pulling and from where and how many pushing air out and from where?

Do you have a negative or positive pressure in your case?
 
That's a pretty normal temp unless you've got a great case airflow setup. Have you tried editing the voltage/frequency curve? You should be able to drop at least 0.05v even up to 0.1v+, that will help temps a lot without increasing noisy fan speed.

Looking at benchmarks for your gpu the temps shloud be around 62-65 mayby they have open air test benches so the temps are low but 83 is a bit high.
