I was able to force my Garage PC that is made of all the left over parts and stuff to run at max turbo Boost. It's a modded SFF HP with a 2nd power supply, HD-4870, 720P 32" samsung LCDTV, win7 x64, and a i5-2500.
It now runs at 3.4ghz X4.

In windows 7, you make a shortcut to the file you want to start at startup. Then place the shortcut in the All Programs \Startup folder. (right click and drag it to start then programs\startup) You will have to search how to do that in win10, they changed it a bit for 10. Once your happy with how the program you want to run, you can do this so it starts when windows starts.

One is called Throttlestop.
...
Lag? No, not really.

Think of it like this, you have a big engine (GPU) that has a lot of power, but you can't get enough gas to it (CPU).

That engine will still perform well until it gets to the point where the fuel feed tops off.

So guys i have plans in 3-5 months to buy new mobo+cpu+ram , in other words i will change CPU to a Ryzen 5 1600x i think i will buy the RX580 and use it for my current build replacing the 1050ti and when it comes time for the upgrade i will reuse the RX580 in the future Ryzen PC im planning . Will i be good with the card with this Ryzen tho?

Also with CPU-Z you can confirm if all 4 cores are running at the max turbo speed.
(In CPU-Z there is a option in one of the tabs that shows all the cores instead of the info that's on the 1st page of CPU-Z)

Your board might have options to do this. There is also a Asus program and also the intel boost one too.

The i5-2500 is 3.3ghz, 3.4ghz to 3.7ghz turbo so the i5-3570 should turbo at 3.5ghz x4 and single up to 3.8ghz. Intel has a chart somewhere..
