Question Is my CPU Cooler broken / too old ?

I recently build a new pc with a R7 5700G CPU, and I thought of using a Hyper 212 cooler I had in a storage box (from a built I did in 2018).

I been using them together for a few weeks and I noticed the idle temps being a bit high (around 45°C, while ambiemt temperature is about 27-30°C) and sometimes the CPU fan ramping up even if I'm not actively using the pc.
I've seen this CPU/cooler combo tested online and their idle temps are around 35~°C, maxxing out at around 65°C when under stress.

I looked at the cooler closely and noticed the cooper pipes being a bit discolored.

So my question is; is my cpu cooler too old and should I replace it for a brand new one or is this normal for my warm enviroment?

Yes, replace.

The Hyper 212 was OK, for 2 reasons:
1. It was slightly better than the stock coolers of the era.
2. It was cheap.

I had one.

Never mind "Idle" temps and that ramping up, it's in response to CPU load, what are your max temps ?

what are your max temps ?

Just tested it, max temperature was 80°C when stress testing using CPU-Z.
To be honest, I'm kind of suprised it didn't go higher.

Maybe I was just stressing over the fan being a bit noisy(? because that max temp seems fine.

That's just fine for that cooler. Maybe you could change fan speed curve. I'd suggest minimum rpm at idle and maximum at about 90c. If BIOS has option, a second or two delay to rump up and down so it doesn't change fast and often.
