Question Is my Power Supply bad for a GTX 970?

Okay so I have recently rebuilt my PC, here are the specs:

Thermaltake 750W PSU (toughpower)
GTX 970 4GB (3.5)
16GB DDR3 Ram 1666mhz
Intel i5 2500 non k (not a bottleneck for this card)
no need to add motherboard or drives.

So I have been trying to run GTA 5 (Five M) and have been getting 20 percent GPU usage and 100 percent CPU usage, there is no stutter but it runs at about 40fps.

Is my PSU not feeding enough power to the GPU if this is the case I will buy a decent 80+ PSU.
 
This is not your PSU. Your PSU is WAY more than the GTX 970 requires.

It sooner looks like your CPU is bottlenecking, not the GPU, based on your post.
I was hoping it wouldnt be my cpu, but i saw others playing with the same system but they were getting roughly 60 to 80 fps with no overclocks.
 
Hi Altitudess. Joined up as I stumbled across your post.

As everyone above said, definitely not your PSU, 750W is ample.

What resolution and graphics quality settings are you running at?

I never checked the FPS I was getting in GTA5, but I ran at 1080p with mostly High settings 60+ FPS on the following:-

Intel i5 750 (yes first gen) clocked up to 4.0ghz
Corsair 2 x 4GB XMS DDR3 running at 2000mhz
MSI 970GTX (clocked up a bit, I forget the settings)
Running on SamsungEVO SSD

Drive may be important? What are these other people running on? I've seen performance increases switching from standard 7200RPM HDD to an SSD. Not sure if it works with GTA5 but worth a shot?

Things I'd try before going the upgrade route:-

  1. Mess with your settings in GTA5
  2. Consider overclocking because according to this: https://pc-builds.com/calculator/Core_i5-2500K/GeForce_GTX_970/0cY0LElu/
  3. Test with GTA5 installed on an SSD (if you have one or can get your hands on one)

Your CPU is too weak for your GFX card.

Should see some improvement getting that processer up to 4ghz (which from some very quick research seems to be easily possible)
