The memory could have an impact on performance but without knowing those parts there's little we can say. The impact on performance wasn't much for DDR3 but for newer systems using DDR4 and AMD Ryzen CPU's the difference could be quite significant (was possibly thinking DDR* 1333x2).

is taht mean higher mhz ram in ddr3 wasn't matter but in ddr 4 matter ?
 
Truth is that everything bottlenecks, the general corcern should be to have an harmonious combinations, your PC could be an old phenom/core 2 duo or a 9900k, regardless of that 1333mhz is considered outclassed

how much it impacts your performance? we can't determine if we were to compare to a 3000mhz, but is it even compatible with your specs? does it even fits your CPU? we know even less... often its better to upgrade the whole rig than to squeeze better old parts.
