I’m planning to upgrade my processor to i7 3770K for gaming(Planning to start streaming).is it worth to upgrade this rig in 2019?Should I buy complete new PC.I’m on a tight budget though.Thanks for any reply.I’m totaly new to here.

Yes, or even a non-K since you won't be able to overclock.
On a budget, sticking with a Sandy/Ivy platform is not a bad idea at all. Even an i7-2600/2600K/2700K would be solid options if you can find them cheap enough.

Yep, 3770K + good CPU cooling + overclocking the CPU will be the best "budget" upgrade.

Just make sure, that Your PSU can handle these upgrades. (both for OC and GTX-whatever-You-buy)
If You want to overclock You should also check the airflow in Your rig. 2 case fan's should be minimum. (1 in at the front, 1 out at the back)
