Question Is the Intel graphics command center necessary for startup?

I never use the application and I don't believe it does anything for my system so I'm wondering if I even need it on startup or if I can uninstall it.

Just remove from startup (right-click and press disable). No need to uninstall it.
Unless you have a discrete graphics card and Intel integrated graphics is not used at all.

When you disable it at startup it keeps it from running along with other "start with Windows" programs. If you manually open it it will run unless you quit/force stop the program.

I did a bit of looking around, it seems to just be the GUI and helps the program open faster, that's about it.

I heard getting rid of it completely will disable some windows features so I should keep it, but I'd like to have it not startup for any reason if that is recommended.

What about Windows Security Notification? I believe a lot of these are "Tray startup apps" and only serve to quickly allow processes to happen without the need to run the application but I might be wrong. All I know is cortana being on startup is likely not necessary but I'm not sure.

If you don't use it, then disable. Cortana is more or less nuisance.
Use Group Policy Editor method.
