Is this a dead pixel? If yes how to fix it?

Following are two images

One with white backgroud another with green (used my phone to take the pic)

is this a dead pixel?

I see discoloration in between the pixel as it forms a '+' symbol in between pixels from the images.

If yes then how to fix the dead pixel...

If it's in the same spot on your monitor, then yes it's a dead pixel(provided you don't have a bit of debris/dust on the panel). In short, you can't fix it. You will need to get the monitor replaced by the manufacturer. If you own an Asus panel, you will find instructions in your manual as to how many dead pixels would be necessary to instate an RMA process. I think it was 6 dead pixels.

If it's just a stuck pixel, this can undo it. If it's a dead pixel, you're out of luck.

Looks more like a stuck pixel.
Dead pixels are usually black.

Dead pixels cannot be fixed.
There are several methods to fix a stuck pixel, however none of them worked for me.
The stuck pixel fixes itself eventually.

If that didn't fix it, you've got a dead pixel then. I had one die that was super bright blue on my Galaxy S7 Edge before I upgraded to the 9+

Unfortunately there is nothing you can do about it. Asus has a Zero Bright Dot policy which means Zero stuck on pixels. Yours is unfortunately a dark or off pixel which you can refer to the chart below for details on repair:

Total combined bright and dark sub-pixel defects (5 max)
If you have... Then
4 bright dots, 0 dark dots Your monitor qualifies for RMA
2 bright dots, 2 dark dots Your monitor is functional
2 bright dots, 4 dark dots Your monitor qualifies for RMA
0 bright dots, 4 dark dots Your monitor is functional
0 bright dots, 6 dark dots Your monitor qualifies for RMA
