No, current games have SOME minor DX9 components (PS 2.0) but are not really fully DX9. And some may request that you load DX9 to play them, however they will run almost as well if not better (depending on settings) on parts that are not DX9 compliant, they require that you load the newest version so that those with the cards can take advanatge of the 1 or 2 DX9-like features that have been added. Truthfully he only 'compelling' reason to get DX9 hardware right now is DEMOs, and unless you can look at 50 demos and go 'That's SOooo cool!' then I doubt you will get MUCH more benifit from DX9-class hardware.
If you need a greaphics card now then the FX5600U-R.2 isn't a 'bad' choice, however you may get as much playability/enjoyement out of a GF4. The R9600PRo is in the same class as the FX5600U-R.2 but it has the same (do you need it right now issue). If you like to SEE the added features without necessarily using them (they may cause you frame rates to drop significantly) in gameplay, then go with the DX9 cards, otherwise the GF4 will likley give you similar framerates. Now the only caveat to that is AA/AF, the R9600Pro and FX5600U-R.2 will play a little bit better at higher res. and usually noticeably better with AA/AF enabled. So you might want to consider that.
Just don't rely on this card being a kick-ass DX9 card when the actual games are released, it will likely require you to play at much lower res. and with some of the 'eye-candy' turned-off versus the mid-level cards released in 6-9 mths when the games come out.
IF you can wait, then wait, if not then you need to decide if you want to save a little to upgrade later (GF4), or buy something now that will let you get a slight feel for the DX9 features, but will also cost more.
Just be sure that as much as the FX5200 is 'useless' for DX9 gaming, the mid-level cards (FX5600U/R9600P) won't let you play those DX9 titles in all their glory (heck we're still not sure if the Top of the line cards will yet).
