why its not normal? a GPU work is deliver as many frames as possible, most games has some sort of cap, but all of them are built around working at 60~144fps range ideally, so if your card is delivering a lot of frames per second, whats the issue?
in fact, that condition is sup optimal, in a perfect world every GPU and CPU would work at 100% all the time, indicating that the software is so optimized, that every node and transistor is working to deliver the absolute max speed and fps.
