i got a new pc. but it shuts down every time i play games. i've set the usable cpu from 100% to 65% and the problem finished. but. it made my pc slows down.
does that mean this pc has been shipped without the thermal paste applied?

thank you so much for your willing to help!

my system spec:
Core 2 duo E7400 (i'll replace it with the newer one)
GT 730 2 GB DDR3
4 GB DDR2 RAM
P5KPL AM MOBO
PSU TR2 S 500W
500 GB HITACHI HDD

for temp, idk. (still looking for apps that can show temp inside the game)
not really new actually. the BIOS is even from 2008. version 0409.
it happens in every heavy apps.

so, the only question is, is the thermal paste applied yet?
i don't want to open it for now, i'm afraid the fan will broke.
These PC specs are very old, which games are you trying to run on it?
Did you buy second hand or is it new?
I have similar specs on an old PC I put for my parents but that's just to run browser for music. Never for gaming.

the spec is old. but it runs windows 10 even better than my quad core i5 laptop.
it only takes 3-5 sec to boot up. while the i5 with integrated graphic takes 9-12 sec to boot up successfully. yet the welcome screen. the core 2 duo pc loads instantly (less than 2 sec).
while the i5 laptop requires around 7-10 sec.

i got 60 fps (55 after reducing cpu usage) on heavy games like warthunder in medium settings,
30 fps high on tomb raider, 40-55 in world of tanks medium settings.

yes,it's now second handed. but nothing seems to be problematic.
still remain tough till present day.
