Yes, this is very normal. The 8350 CPU has a max SAFE temp below 61c. You shouldn't worry that much, but there are some few tricks to decrease the temps.
It also depends on the max rpms of your fans.
Increasing the fan speed from my experience doesn't drop the temps that much.
Maybe only 2 or 3 degrees C max.
I've seen better results by switching the thermal paste, i'd recommend to use Arctic Silver - http://www.newegg.com/Product/Product.aspx?Item=N82E16835100007
A combination of the 2 will noticeably drop your temps.

What is TMPIN0, TMPIN1, TMPIN2..? and what is your temperature while playing games as you are also using fx 8350

TMPIN1 - CPU temp
TMPIN2 - MOFSET temperature

- My CPU runs around 15-20 idle, and 30-40 on games. As my description says, i use Cooler Master Hyper 212 EVO, with Arctic silver thermal compound, which as you can see runs perfectly. I'd recommend you to try to reseat the heatsink and make sure that there aren't too much thermal paste applied.

i have just installed noctua nh u12 se2 yesterday as you can see TMPIN1 is at 70c max what could be the reason..? i have add thermal paste little which came along with the box

Try to see if the fan is properly seated, and using very little paste can also be the issue here. There should be a good amount of it, not too much, and not too little. Try to reseat and re-apply the paste. Check on youtube for tutorials where they explain the best method to apply paste on your CPU. The fan is a good one, so it's definitely not the fan that cause problems. But, try those steps i mentioned.
