[SOLVED] Is XMP better than a Turbo boosted CPU?

I heard when you turn on XMP your Turbo boost gets disabled, is XMP worth turning on and killing some cpu speed? My cpu is suppose to run on 2.8Ghz but turbo it runs 3.2Ghz. My ram runs at 2133Mhz, but with XMP it's suppose to be 3000Mhz.

Motherboard: MSI - MPG Z390 Gaming Plus
Cpu: i5 8400 2.8Ghz
GPU: EVGA 2060 6gb
RAM: Corsair Vengeance LPX 3000Ghz 16gb
OS: Windows 10 64x

Your CPU is supposed to Turbo Boost to 4.0GHz (on a single core, with incrementally slower on more cores). XMP does not disable turbo boost. Not sure where you heard that. There may be an anomolly on certain motherboards where that happens, but it's definitely not the norm.
