Question Issue displaying image to second monitor (windows 10)

Hi guys,
I'm not entirely sure if this is the best board to post this on, but here it goes:

I have a secondary monitor connected via DP 2.1 to my graphics card (rtx 4070) . When I put my computer to sleep, the monitor never exits out of power saving mode. I have to reset the graphics driver each and every time, or do a full system reboot to restore it. I've rolled back drivers with ddu , I've installed new drivers. I've reset the problematic monitor's settings to factory default, I've also turned off its power saving feature. I've set the system's power settings to high-performance. I've changed DP ports and bought a new cable to test. I've booted in safe mode. I've even gone so far as to re-image the computer. This only occurs when screens are set to 'extend' rather than duplicate. This seems to be explicitly a windows issue. I've yet to replicate the problem when booting to Linux although I realize that might be a red herring. Really at my wits end with this. If anyone has ANY helpful recommendations to try I will gladly try them.

Thanks for reading,

Welcome to the forums and Happy New Year, newcomer!

When posting a thread of troubleshooting nature, it's customary to include your full system's specs. Please list the specs to your build like so:
CPU:
CPU cooler:
Motherboard:
Ram:
SSD/HDD:
GPU:
PSU:
Chassis:
OS:
Monitors:
+ BIOS version for your motherboard at this moment of time.

Out of curiosity, since you're working with a dual boot system, are the OSes on two different physical storage drives?

I've even gone so far as to re-image the computer

This seems to be explicitly a windows issue.
If this is a Windows only issue, did you look into recreating your bootable USB installer for your OS, then installing the OS in offline mode, then manually installing all relevant drivers(while offline) in an elevated command, i.e, Right click installer>Run as Administrator?

Last thing, considering that it doesn't take long for a system with an SSD to boot into an OS GUI, I tend to avoid putting the PC to sleep and merely shut it down when not in use.

Gotcha.

CPU: AMD 7800x3d
CPU cooler: Be quiet ! dark rock pro 4
Motherboard: Asus b650-e gaming w/Wi-Fi
Ram: 32GB Gskill DDR5 @ 6000MHZ
SSD/HDD: OS SSD is a SanDisk plus 240GB
GPU: MSI RTX 4070 Ventus 2X
PSU: MSI Mag A850GL
Chassis: I've had this Some 10yr old Tank by Be Quiet
OS: windows 10
Monitors: Main monitor : Acer XV3200QU Problematic monitor : Dell S2716DG

I'll answer your questions in order.
1. They were separate drives

2. I'll try to keep this short, I found a workaround to get the actual ISO from windows download page rather than the installer app. I also used ventoy to partition and mount the iso to thumb drive. To circumvent some odd security key issue I had to manually install windows, which forced me to select the directory for windows drivers and install. I'm not sure if that would be equivalent.

3. This is more of a grudge against my computer at this point

Cheers
