if i transfer all of the songs from itunes to spotify will those songs that were transferred be accessible on every device i have my spotify account logged into?

I have songs on my itunes that were from other sources that weren't itunes but there not showing up in the new apple music, how do i make that happen?

Playlists are saved to your account, you can verify that by making on then logging in on something else like a PC.
