Keep Desktop Icons From Moving From Secondary To Primary Desktop?

I have a dual monitor setup. I moved all of my icons to my secondary desktop and organized them to my liking. However, whenever I shutdown and/or restart my computer, all of the icons move back to my primary desktop and are all disorganized again.. how can I keep them from moving back every time I restart my computer?

Edit: The problem sorted itself out, without me doing anything. Computers @__@

Right click on desktop > View > Turn 'Auto Arrange' off

It was already turned off. The problem still persists.
