Keyboard can't keep up with what i type

So it's almost like my computer has a 2 letters per second cap. I'm thinking it some sort of keylogger that is recording all of my keystrokes or something. I'm running virus scans at the moment but i'm not 100% sure what's going on.
Here are my specs in case you need to know for whatever reason:
16 gb ram
intel i5-4690k
64 bit
asus maximus ranger 7 motherboard
envidia gefore gtx 970 single card
rm 650 corsair

Another thing to note is: When i restart my computer and it asks me for my password, there's no delay there. The second i start my computer i can open up a browser or text document and type just like normal there. It takes around a minuet for it to slow down. I haven't noticed any frame drops in game or anything like that.

(im on a gaming pc. sorry i'm in the laptop section. I don't know how to move threads)

Please do try these troubleshooting steps that may help in solving that issue.
- Start by doing a virus/malware scan to make sure it's not infected.

- Once done with the scan change some settings with your keyboard.
- Open Control Panel then click on Keyboard.
- Under Character repeat move the slider to Short then click Apply and OK.
- Do test the keyboard once done with all these steps.
