Keyboard working, but can't access BIOS

For starters: I can't access my Windows 7 OS at all, which was my initial problem, but now, I cannot access BIOS either in order to change boot priority so I can boot from my Windows DVD. My keyboard is functioning normally: the num LED is flashing as it should, and when I get to the error message that I want to fix ("Reboot and Select proper Boot device or Insert Boot Media in selected Boot device and press a key"), I can press enter and get the message again, as one would expect, and I can press ctrl+alt+del in order to restart. I also plugged the keyboard into my laptop, the delete and f11 buttons are working properly.

However, when I want to enter BIOS, pressing delete doesn't do anything at all. Also, pressing f11 doesn't bring me to the boot menu. What is wrong and how can I fix it?

Who says Del/f11 gets you into the BIOS? Lots of boards use different keys for access.

If it says so on the boot screen/manual - clearly this advice won't help, but figured could be a good starting question to ask.

When I've had issues and not sure what keys will do it, I've run my finger along the function keys and will press all 12 several times in order to trigger the bios options.

On some systems F2 will bring up a boot menu (one time thing) and this route can be easier than changing default in the BIOS and back.
