Lacie external hard drive hardware recognition 400gb

HI:
I have purchased a LaCie lac 300927 external hard drive 400 gb and when I hooked it up my usb port on my computer, running under windows vista, does not recognize the hdd device. I have been searcing for a remedy to no avail. Can you possibly help me with this problem.

Open your Computer Management window.
Look for your external HDD.
What does it say inside the external Disk?
