Question Laptop CPU frequency dropping during games causing stuttering

I have an ASUS ROG GL702VS-AH73 laptop. Specs: i7-7700HQ, GTX 1070, 12GB ram, SSD(windows) + 1tb hdd, Windows 10. In less demanding games such as Terraria, COD 4, Torchlight 2, Risk of Rain 2, the game runs at a high framerate but stutters hard throughout the game. The CPU clock drops significantly when this happens. I play with the laptop plugged in on high performance mode, all drivers are updated, and I have tried reinstalling windows with no results. Any help would be appreciated. Thanks in advance.
 
Perhaps Intel's XTU might allow you to sacrifice 100-200 MHz of peak turbo clock, and /or .025-.05V core voltage and avoid potential throttling....(better to be at 3.3-3.5 GHz constantly than to turbo to 3.8 GHz but be forced to throttle every 20 seconds, etc...)

I disabled turbo all together and ran my CPU at 2.8GHz max and it was still having this issue. I don't know why it would be throttling if my temps stay in the 60 C range even with turbo enabled at 3.8GHz.
