Laptop suddenly overheating

I bought my laptop about a month ago, and it was working fine until today. The fan runs constantly at high speed for no reason. I noticed that's because my laptop CPU is reaching 60C while idling, and GPU 50 while I'm not even using it. Cpu usage is 1-5%. The fan is not dusty, so that can't be the problem.
What could be the problem?

In summer, as the weather gets hotter, the laptop's heatsink will get hotter aswell if you have a hot room, so the fan spins faster to cool it down.

It almost sounds like the heat sink isn't coupled to the chips like it should be. Has the laptop suffered an impact recently?

Is it a Toshiba by any chance?

On the back of that, if you purchased it brand new and its only a month old, it should still be under warranty so long as it hasn't had the obvious drop/spillage attack.

my mate had an overheating toshiba laptop, he sorted the problem by unscrewing it and removing all the dust, it was dust that was preventing cooling
