Question Laptop's CPU ignores limitations I have set in Power Plan settings ?

I've been trying to make my CPU not work at 100% because it overheats. I used be able to limit it to 1.70 Ghz but now i've been playing games and suddenly it started completely ignoring the limitations i have set. It shows completely random numbers no matter what limits i put. What do i do?

Asus VivoBook 15
CPU - Amd Ryzen 5 3500U
GPU - Amd Radeon Vega 8 Graphics
RAM - 12GB
Those are the numbers im getting while my pc is limited to 10%, normally i'd get under 1 Ghz, but now it just doesn't listen.

Well, personally, I think you are coming at it from the wrong angle. Your CPU is over heating. Troubleshooting why is the best place to start.

How old is the laptop. Have you ever cleaned it? Use HWInfo (with sensors on) to monitor your system. It's more reliable.

Often with laptops, being in such a small form factor and with limited cooling capabilities, dust and dirt get in the fans/intake etc, and cause high temps. You might want to consider when disassembling to clean, that you replace the thermal paste on the CPU. I expect this will solve your issues.

But overheating is one problem, i am trying to figure out something completely different. Why don't proccessor power managment settings work? I know about my overheating problem and i've been fighting with it for a while now. For now, im trying to figure out how to make the limiters work again.

Go into the bios (upon restart press F2/Delete/F10 repeatedly to get into the bios.) Once there, you can look at disabling turbo boost.

However, as explained, this is not the answer to your problem.

You can disable turbo boost via the OS by opening PowerShell as an administrator and putting in powercfg -attributes sub_processor perfboostmode -attrib_hide

Then go to the advanced Power Plan settings and set the following option shown in the image to "Disabled"

Yea i disabled turbo boost and it did not help, my cpu keeps working full speed no matter what limitations i put

I went into bios and there was no turbo boost option anywhere.
Also i have this laptop for around 2/3 years , and I've had this overheating problem almost since the moment i bought this laptop, doesn't that mean it's not a cleaning problem ?
