Speed makes more difference than timings. You will notice better performance with the 1600 RAM, assuming your system can run it at full 1600 speed.

I recommend 6GB for triple-channel systems or 8GB for dual-channel systems. Having more than 4GB results in smoother multitasking, faster game and level loading times, and overall faster system performance. Read this blog post about the subject.
