Question League of Legends FPS Drop

Hello people, after days of struggling and trying everything i could to fix my issue, i thought i'd come by here and discuss it with you folks.
So my system is,
CPU: i5-9400F
CPU cooler: Stock Intel
Motherboard: Gigabyte H310M- S2V 2.0
Ram: 16GB DDR4 2666MHZ Kingston Fury HyperX
SSD/HDD: 128GB SSD for sytem, 2x 500GB SSD external
GPU: 2060 Zotac ZT-T20600H-10M
PSU: HKC USP-5565 565W Max
OS: Windows 10

Okay so, last week i upgraded my GPU from an Asus 1650 OC 4GB to a 2060 Zotac 6GB. I stream on Twitch and i mainly play League of Legends, but since the day i upgraded to the new GPU the fps has been horrible. I used to get 144 FPS@capped all the time with my old 1650 since i have a 144hz and now the 2060 BARELY gives me 120 no matter the settings. I have reinstalled drivers and nothing did work, i went ahead and clean reinstalled Windows 10 and still nothing changed. I tried overclocking GPU and yet no difference, i have tried tuning nvidia control panel settings like literally everthing in there, and yet still no improvements.

When i launch a league game, for 1:20 Minutes i have 350-300 FPS on very high, but the moment the minions come (@1:50) to lane and the enemy champions show aswell, i drop down to 120-FPS instantly, i have downloaded GPU-Z and i've been watching the sensors and they seem fine. The GPU usage stays at 35-40% which in my opinion is more than enough for league of legends since as a game it takes more CPU base than GPU as i'm aware, but aswell, the CPU stays at 50-54%~.

At this point i have tried countless things to the point that i reinstalled League 3x times and yet still the same issue. I don't think it's a big bottleneck issue here although it may be slightly but it should never lead to this much loss of performance imo. Does any of you have any idea that can help, anything would be appreciated.

Did you use DDU to remove all GPU drivers from your platform, before you replaced the GTX1650 with the RTX2060?

i went ahead and clean reinstalled Windows 10 and still nothing changed
Where did you source the installer for the OS? Did you install the OS in offline mode(without the www)?

PSU: HKC USP-5565 565W Max
How old is the PSU in your build? You might want to power your entire build with a reliably built unit that has at least 550W at the entire system. Also, is the latter GPU an used part?

No i did not use DDU i just uninstalled the old GPU driver and went ahead and downloaded the driver for the 2060.

I reinstalled windows with the build in tool that windows provides, it's on the Reset this PC menu.

The PSU is quite old in age but hasn't been working for too long, although in GPU-Z the sensors showed Pwr most of the time, and sometimes Vrel i think? And yes the 2060 is a used GPU which i bought on facebook, it's in good condition and the seller said he had it working for like 2 years.
