[SOLVED] Limiting FPS on RTX 3070 Ti

Ok so this is going to be a weird one, recently I bought an RTX 3070 Ti, the GPU is awesome but it emits a lot of heat (which is normal actually). The thing is, during the summer temperatures in my town rarely drop below 30 degrees Celsius, which is quite unpleasant. Add the heat from the GPU and you have quite a not-lovely sauna in my room. So my question is, how to limit the GPU to output 60fps and not a single frame above so the ambient temperature in my room doesn't rival that of the inside of Mount Doom? So far I've tried, setting both of my monitors to 60fps (Gigabyte Fi27Q), limiting in-game fps to 60 and it's still hitting 144+ fps...

Any ideas?
 
Solution
Go to the NVIDIA control panel -> Manage 3D Settings. There's an option to apply a global FPS limiter.

Also consider using MSI Afterburner to undervolt the video card.
