Liquid cooling for XFX r9 390

So after a long and stressful night talking back and forth with Vic 40 we have come to the conclusion that I have a slight heating issue going on. I cant determine if it is a CPU or a GPU issue though. Here is a rough run down my PC completely locks up after about 15 minutes of gaming. The issue can be solved by pointing a desk fan into the case. This isn't pretty or quite 🙁 so I am trying to figure out how to keep my GPU temp and CPU temp below 35c hopefully you can tell in the photo with the fan it usually is around 30c and doesnt usually go above 32c. So what is be best solution D:

Mobo : Gigabyte 990FXA-UD3 R5
HDD : Western Digital 1Tb Blue
Optical drive : LG 14x BR Writable
Fan Control : Aerocool Touch 2000
Memory : 2x8Gb G-Skill Ripjaw x DDR3-2133
PSU: EVGA 1000w G2
 
Is there a way to pin point what one is causing the issue? I tried pointing the fan at just the gpu but it's to much air flow coming from the fan that the air even not pointed at it keeps the cpu colder then it would be without the fan
