local settings

All my local settings have disappeared, from the
customised wallpaper on the desktop screen to the
favourites on IE6 and the connection details on Outlook
Express. When starting up I get a message saying: "file
missing in c:\documents and settings~1\TEMP\LOCALS~1
\LRpatch.exe. All changes to the temporary seup will be
lost on exiting".Where do I get hold of the missing file?
I have downloaded and installed XP Service Pack 2, which
makes no difference.
