It's hard to determine if you have a bios lock on the HDD as Helpstars link suggests or the typical HDD locked which can usually be cleared like this:

Enter the BIOSand use the following settings:
  • Set Bios to UEFI, not legacy or both (these other options may not be available)
  • Enable legacy roms under advanced boot options if you can
  • Disable Secure Boot
  • Set SATA type to AHCI

Boot your Windows 10 media by pressing the F-key option that allows you to select the boot device. This option is shown at the same time the option to press a key to enter setup/bios is. No other drives should be installed but the drive you wish to install Windows to.
  1. Boot to the Windows 10 Recovery Environment.
  2. Click Troubleshoot.
  3. Then click Advanced options
  4. Click the Command Prompt.
  5. Type "diskpart"
  6. Type "list disk" pay attention to the # assigned to the hdd/sdd
  7. Type "Select disk #." # is the drive number that you determined in step 6
  8. Type "Clean"
  9. Type "Convert GPT"
  10. Type "Exit"
Boot to the Windows 10 media again and start the install process.

Does it work now?
