this not only happens when the computer is first turned on but also after
someone logs off (with the computer remaining on); this just started
recently (already checked for worms, trojans, malware, spyware, and
viruses); whenever i am getting ready to login (i have it set that users
must press control alt del to login) and i press CAD to bring up the login
prompt, it takes awhile for the login prompt to come up. does this make
sense? can it be fixed?

Try opening ststem properties, advanced, startup recovery,in the scroll bar,
the last 2 words should end in "fast detect",if more exist, edit, delete the
extra.
This returns start-up to default.

Please ignore advice from Andrew E. He is dangerous. Since this just
started recently and you know your computer is clean, what changed? It
sounds like either something that is scheduled to run at startup is
failing and then timing out. What about network servers? Is the
computer part of a domain?

it turns out that the event notifier was disabled.
