LONG (5min) boot time with troubleshoot (VGA) led on motherboard

Hello, this is my first thread here as this problem is really specific and I can't find answers anywhere in the community. So I just built my new pc from scratch. Its a ryzen 1400, msi b350 pc mate motherboard, 8gb of 2400 ram, SSD + HDD, a corsair vs 650 PSU, and the probabel culprit a used msi radeon r9 280 gaming 3g. I bought the card under the impression it was a 280x but I after checking the clocks in MSI afterburner its pretty clearly just a r9 280 (hd 7950). But ok thats a story for another time. The card worked fine even thought it wasn't actually the product that was advertised, I was using it for about 2 weeks without problems, gaming on 1080p without any glitches or artifacts, nothing that would indicate that the card is dying or anything like that, temps are pretty normal too at about 85 celsius at full load. Aniway this morning ehen I tried booting the pc there was no signal sent to the monitor, I immediately checked the motherboard torubleshoot LEDs and the only light that was turned, on was the VGA light. I checked the card and the fans are actually spinning, and after about waiting for 5 mins or there about, the troubleshoot light turns itself off and the PC boots into windows... So its a pretty interesting conundrum. I already tried reintalling the radeon drivers (clean install) to a previous version, and the problem still persists. So is this graphics card just dying or what? could there be a problem with the PSU not giving enough power to the card? Even though after the annyoing 5 min wait to get into windows all games work fine just as before this thing started happening. Sorry for the essay, just wanted to make things clear. Any help would be appreciated. Cheers.

How old is your Corsair VS650 PSU? You should in all likelihood make sure you're on the latest BIOS revision for your motherboard.

Adding spaces and proper punctuation between your sentences

Hello and thx for the quick reply, my corsair vs650 PSU is brand new, as are all the components in the pc except the graphics card. As for the BIOS, I am running the stock version that came with the board, will try updating today after I get home, will report back soon thx.

UPDATE: So I flashed the motherboard BIOS to the latest version, which was a very frustrating experience since, everytime the pc reboots it takes literally 7-10 minutes for it to restart. Aniway the problem remains unchanged, the BIOS update did nothing. Also the issue of the long boot time only happens, when I restart or shut down the pc, if I just put it to sleep this problem does not seem to occur.
