looking for suggestion

i have hp z400 with 475 watts psu 85% efficient i am planing to buy gigabyte geforce gtx 460 which require min. 500 watts psu and also two 6-pin connecters my psu got only one 6-pin connecter and also two molex connecter i'm gonnq convert molex into another six pin connecter i want to know if my psu will able to run this card or not?

The 460 is a very old card, if that is all you can get, it would work, Nvida says 450 MAX watts so It would be doable, but you will not be able to over clock then. If possible I would recommend a newer gen card with better efficiency and more VRAM and power.

geforce gtx 750 ti or geforce gtx 650 ti boost
but if you hand another card in mind please suggest me

the 750 ti is the better option, granted it will cost more often, the 70 ti is a lot more power efficient. if you can afford the 750 ti get that card over the 650 ti.
