Looking to build ultra low power HTPC/multi use server, suggestions?

Hello all,

I want to build an ultra low power HTPC with RAID enclosure/NAS.
Not sure where to start for components. Ideally this would be 24/7 and I'd like to keep the operating costs as low as possible. I saw one guide where a guy was supposedly able to keep operating costs at ~$25 per year. Don't know if that's realistic for something like this, but that'd be great!
Really, I'd like to host my own media server with XMBC/Plex for family and friends to enjoy movies, photos, etc. I'd also like to host a game server on it (Rust). I plan to RAID 10 (4) 2 TB drives in an enclosure as storage. I don't need it to do a ton but I do like flexibility, maybe run a web server at some point, but this will all be pretty piddly (relatively)
Do you have any suggestions for motherboard, PSU, CPU?
Or overall recommendations on what to do/what not to do?

Thanks. I'd like to keep it under ~$300. I have a spare SSD and hard drives.
