I've been having this issue for a while now but have chosen to ignore it due to the noise not being too disruptive; however its come to my attention now that whenever i start up my PC sometimes the clicking noise doesn't happen but it causes my CPU temps to go over 90+ sometimes reaching over 100 Degrees Celsius until the clicking starts again, which causes the temps to go back to a steady 30 - 40 degrees.

I have a video of the clicking:

My PC Specs:

Intel Core i5 8400

Msi Gtx 1060 6gb (Overclocked, 1000mhz Memory Clock, 120mhz Core Clock)

Gigabyte z390 Elite Motherboard

2x8 XPG Spectrix D41 Memory 3200mhz

500Gb Adata SU630 SSD

1 TB Samsung Evo Plus Nvme M.2 Drive

250 GB Samsung Evo Plus Nvme M.2 Drive (BOOT)

Raidmax 650 Watt Power Supply

Solution
Could be the PSU, it's very poor quality and shouldn't be anywhere near a system that's running an overclocked 1060.
Whatever else may be wrong with your PC, that PSU needs changing for a start.

Interesting, that also could explain why my cpu has 100% cpu usage in most games i play. I never knew Raidmax was such a terrible quality brand.

Can you recommend me any psu's out of these options? (These are high in watts but that's because i plan to upgrade to an i9-9900k and a 3080 (overclocking them both) soon so i'm just future proofing)

it sounds more like you CPU cooler/fan/water pump is faulty.
especially if you say the temps are hitting 90c +

Mmm, only when the clicking sound isn't happening cause the normal temps are around 30-40c. I'm pretty sure the cooler is fine because i've done nothing that could've caused it to break.
