Question Low 1% Fps

Hello everyone


So I have a small issue with my new PC
my specs are: CPU i7 12700 4.9Ghz
GPU: RTX 4070 12GB
RAM: 32GB
Monitor: Samsung Odyssey 27inch 144hz

I play all games on Ultra settings on 1444p and I'm getting 100+ Avg FPS (games like, Warzone, CS2, Last of us, Immortals of Aveum, DOOM Eternal, Farcry 6 and etc)
but the thing is that for some of this games, 1% low FPS drops below 60 (smtimes it drops down to 40-45) and it causes slight stutterings, and its annoying, while for Warzone for example 1% low FPS in consistent and always over 100FPS, but as I said for some other games I m facing this issues, any solutions on that? or could it be the CPU bottleneck?
 
A frame drop or stutter is usually caused by not having the information needed in video card memory.
Some times you need to drop draw distance, shadows,RT effects, it varies by game and surroundings.
Larger textures take up more memory so you may be shuffling from memory to video card and back with some skins or textures.
15% CPU usage means nothing.
A lot of games use 1 CPU core.
Others use 1 main CPU core and little of others.
And then some games can use all of your cores and more.
I just upgraded to a 4k 60hz display from 1080p, so I am having to tune my games again on my 4070.
Above 65c my card starts to lower boost speeds, by 73c she drops 200mhz or more depending on game load.
A 4070 is a good card but max/Ultra settings @1440p can cause stutters in some games.
It is how it is.
What game /games are causing this and what else do you have running while gaming?
Discord was causing this in some games for example.
 
on CS2 for example, its barely noticeable, but I still catch it and when I look at fps counter, low 1% is below 60 at that moment. it never happens on Warzone. and on CS2 I have average FPS of 250+ so I dont get how 1% could drop to 55
