Low CPU/GPU usage BF3 paired with low fps?

So, recently I installed my brand new gigabyte 7950 into my custom built PC. I started up battlefield 3, (it's a great game and a good way to stress test my cpu/gpu) and I got average/low fps. What's odd is that even after I formatted my hard drive, Re installed the latest drivers, and overclocked, my CPU usage never goes above 65% and my GPU usage never goes above 70%. I've tried overclocking both to no avail. I know for a fact that it's not a cpu bottleneck, because it's usage is always low.
Any ideas?

PS🙁Please Intel fanboys, restrain yourselves. This CPU is great, it's just not using itself very well.)

Specs here:
PSU: Rosewill GREEN 630w
GPU: Gigabyte 7950 windforce edition
CPU: FX-6200
HDD: 1TB WD 7200

The CPU or GPU? I've tried both separately, and neither caused any problems or made it run faster :/
 

That's what I do, I lower mesh quality and the framerate gets a huge boost. Anyway, 30 fps is still very playable and it does average above that. A new cpu heatsink is going to be here soon, so I'll try overclocking some more. :/
 



Your processor can't keep up it's bottlenecking.

Ultra bf3 is too much.



Turn down or completely off cpu intensive eye candy, Post processing, Shadows & Physics etc.
 
How about your memory use? GPU ram are reg ram? Do you have a lot of background programs running?

The 1st thing I would do is turn off AA. Then run a few MP maps..check FPS..then slowly turn it up and keep checking.

Then play with the other settings till you find a good mix.

You can also try other drivers ...roll em back to see if others are better. I am getting FPS dips more so now than before and I run 560s in sli. It may be something about the new maps. More things going on in less space.
 
So, I left vsync on, that turned out to be rather problematic. I turned it off and now my gpu is being fully utilized for most of the time. This still brings to question the lack of CPU usage, I guess it's just a good cpu, as it still gets around 65% used when my card is working 99% loaded.
