Question Low CPU usage and low GPU usage

I have a Geforce RTX 3060 ti and a amd ryzen 7 3700x and my usage for both of these parts are below 35% whenever I play any game.

My other parts are:

B450-f gaming-Motherboard
CORSAIR 16GB 2X8GB-Ram
EVGA BR Series 600W 80+ Bronze-Power Supply
WD M2 2280 BLUE 3D NAND SATA 500gb-SSD
Seagate BarraCuda 2TB Internal Hard Drive

Ive watched several videos and changed my setting up a bit but still havent found a solution.
Would appreciate any help!

Can you list the titles you've taxed the system with and where you sourced said games? As stated on prior threads by my colleagues,, you shouldn't believe everything you see on YT, most are made for the sake of view counts or engagement. As for your PSU, what is the age of the unit? What BIOS version are you currently on? OS and it's version(if Windows 10)?

Which two slots are you populating on the motherboard? Any overclocks on the platform? If you've performed a GPU upgrade, what GPU were you on prior to the RTX3060Ti?
