Question Low CPU usage (can goes down to 0%) and high GPU usage (100%) when gaming and will experience sudden FPS drop/lag/screen freeze issue.

Below are my PC specs:

CPU: Ryzen 7 2700X
GPU: iGame Colorful RTX3070 Ultra OC White
MOBO: Asrock B450M Steel Legend
RAM: HyperX Predator RGB 2 x 8gb 3200mHz
SSD: XPG Spectrix S40G
HDD: Seagate Barracuda 2TB 7200rpm
PSU: Silverstone 850W 80+ Gold
CPU cooler: AMD wraith prism
Case: Fractal Design Meshify C with full amount of case fan
Monitor: Acer Nitro 144hz 24"
OS: Win 11

Most of the time during the game (Ex: Apex Legends, Witcher 3), I get high FPS and smooth play, but I will experience sudden stutter when playing, which causes FPS drop/screen freeze that lasts for a few seconds.
I used Afterburner to monitor my GPU and CPU performance, and what I get is GPU high usage (can go up to 100%) but CPU low usage (can go down to 0%, averagely runs around 3 - 5%, highest 10%), this concerned me because what I heard is CPU usage should be around 30 - 50% when gaming with my specs.
When gaming, GPU usage normal (80 - 100%), CPU usage in Afterburner monitor shows 0 - 10%, but task manager shows 50% usage from the game.
When the game is lagging/stuttering, I tab into desktop and desktop was lagging too.
I realize this problem only happened after I updated to Windows 11, tried testing with Userbenchmark and CrystalDiskInfo.
Thermals are fine, within normal range.

Not sure what is happening to my PC, is it a normal GPU/CPU usage when gaming, or Windows 11 problem?
