Low fps good hardware! THIS IS WEIRD

Okay, so i got very nice components in my pc (specs below) but im only running at like 150-220 fps in league of legends and cs go? This is really bothering me, when i have this hardware i should hit like 500 fps i thought, so i completely reset my pc, and yay it worked, until i downloaded and installed other software like games, skype and stuff like that. This is REALLY freaking me out. If some of you guys can fix i would be extremely greatful! :)

If a game is more cpu bound, then overclocking the cpu off course would help. But this is risky and your pcs health will lower. Especially in your situation, overclocking is nothing you need. Just don't do it, unless you need it really is my advice. Don't worry, and start playing. Everything is fine with your setup.
I think, CS:GO is capped at 300 fps on software side. You can do what you want, it would not go higher. LoL maybe the same. And these games are not much graphics card demanding. They are more cpu based. I have simliiar powerful pc, but GTX 970 instead of 980. That shouldn't make any difference for these games. Also, which quality settings ingame do you use and what resolution?

I have non overclocked xeon 1230v3 @ 3.3Ghz (with hyper threading), a MSI GTX 970, 16 GB DDR 3 @ 1600Mhz, Linux System (and Windows 10). And I get in CS:GO 150-200 fps. So, I think your system should be fine.

Use a dedicated benchmark tool to benchmark your system. Games like LoL and CS:GO aren't good for this task. Also having higher fps wouldn't make any difference here. Just as a sidenote.
 
You can do stuff in console so your fps go can go higher... But lol doesnt have a cap of anything, even my friends with like a GTX 950 is running with better fps than mine does... I have everything on the highest, and the resolution is 1920 x 1080. I know the refresh rate of my screen bla bla i cant see more than that anyways and stuff, but why as i mentioned before, i reset my pc, to factory mode, completely reset and then i got good fps around 500 in league of legends, and because i have entered a command in cs go i hit 400-450... What is the reason for that?
 


CS GO is a cpu intensive game. Getting a better gpu doesn't help. People with crappy gpu but strong gpu can achieve that. I believe you can solve by getting an i7?

Solution
install the latest nvidia drivers from nvidia.com
run 3dmark basic edition (firestrike) and post the link which comes up at the end

check your temps, frequencies while gaming

check hard drives with manufacturer´s tools

install memtest86+ on an usb flash drive and boot from it
