Low FPS issues on GTA V

GTA V should run so much better than they do on my computer. I saw a video on youtube of a guy who with the same gpu and cpu managed to get around 50fps in 1080p fullsreen on high settings, whereas I get anywhere from 25 to 60 in the lowest settings possible and windowed with less than 720p (So like a smaller box on my screen) Can someone please give me some ideas as to what is going on?

MSI Gaming 3G R9 280
FX-6350
2 x Corsair Value 4GB
ASRock 980DE3/U3S3
Coolermaster 600W Thunder Power Supply
Western Digital 500GB Hard Drive
Windows 10

I dont think you will get 50fps on high settings with your CPU and GPU. Changing resolution doesnt make that much of a difference. Your CPU may be causing a bottleneck. What is your CPU/GPU usage in game?

Try turning off AA maybe.

The CPU usage goes anywhere from 85% to 97%. However I used to be able to play it so it cant be a problem with the CPU. And all my settings in game are either off or the lowest possible.
