Low FPS on Forza Horizon 3

Hello there, I just bought Forza Horizon 3 (little late huhh 😉 ) , i downloaded the game through the windows store and started it for the first time today, sadly I have a problem , the fps is too low and it is unplayable (around 10-20 max) no matter what i do the fps stays almost the same, whether it was on ultra or low...I tried the "task manager fix" and I also check the GPU drivers and they are up to date, I also turned off the shader cache in the Nvidia control panel and at the same time i turned the Power managment mode to prefer maximum performance...

My Specs:
Gainward GTX 970
i5 6600k 3.5-3.9 Ghz
16 Gb of RAM

The GPU drivers are 398.11
I am currently running Windows 10 Version 1803

That's a coincidence that you just bought it around the same time a new torrent showed up.

Well it is a very demanding game. Even though your GPU falls under the 'recommended' requirements, I've seen the game run on a GTX 1070 and average around 30 - 40fps(even down to 20 at certain points).

I will point out that those games with the "hacked" protection can be problematic & not play properly. So hopefully you are really using a legit copy & also try turning "game mode" off: https://www.windowscentral.com/how-enable-disable-game-mode-windows-10
Also make sure the power settings are set to 'High Performance'.

First off thanks for the answer, the game mode was off and power settings were set to High performance the whole time and it is a digital, legit copy off the game, one thing that i did not mention is that the difference between ultra present and low preset are round about 4 fps what is very confusing and that is the reason I think the poor performance is not caused by the hardware. I messed around with the game setting , I have launched the game multiple times with the low preset but for no reason the game only twice ran very good and smooth 60 fps on the low settings aswell on the ultra preset (keep in mind i changed the setting during the same launch) , next time I launch the game every thing was back at its 20 fps :/ ...Has the CPU something to do with it ??? Doesnt seem like an GPU problem... ( at least for me).... man I am just lost:??

Open 'Task Manager' and check to see what's using your CPU/GPU/MEM/HD. If there's any background processes consuming a lot of any of those(and you don't need to have it running), disable it. Reboot and see if that has helped at all.
If you are using a 3rd party anti-virus/firewall application, check to see if there is a 'Game Mode' and enable it. If not, disable that app while the game is running.

When I just start the game (in the loading screens and menus) :
Complete usage: CPU 70% , GPU 21% , MEM 30%
Just Forza App usage : CPU 60-ish % , the GPU and MEM remain teh same...

When the map is completely loaded and I am in free roam:
Complete usage: CPU 48% , GPU 100% , MEM 49%
Just Forza App usage: CPU 45+ % , GPU and MEM remain the same...

I also dont have any anti-virus aplication besides Windows Defender which comes with windows...
